CONFIGURATION AND MANAGEMENT RESULTS OF THE MUNICIPALITIES OF THE STATE OF HIDALGO IN 2018

The city hall is the order of government responsible for providing many public services to the population. They often lack the organizational capabilities to carry out these tasks. Our hypothesis is that in city councils there are pre-bureaucratic practices of the legal-rationality model established by Weber. In this sense, our objective is to identify the pre-bureaucratic practices in the results of the management in the municipalities of the state of Hidalgo in 2018. The document is divided into three sections: in the first, a conceptual framework is made on the organizations and the pre-bureaucratic practices. In the second instance, the objective is to identify pre-bureaucratic practices in the results of the management from the data obtained from the questionnaire applied to a non-representative sample to 35 of the 84 municipalities of the entity. Finally, we make some comments by way of conclusion.
